The events which took place in Vienna and Berlin, with their apparently momentous results, only moved me as interesting newspaper reports, and the meeting of a Frankfort parliament in the place of the dissolved Bundestag sounded strangely pleasant in my ears.
Under authorization of the Congress, these states were now organized, not into an empire with a common sovereign, but into a _Bund_, or Confederation, whose sole central organ was a _Bundestag_, or Diet, sitting at Frankfort-on-the-Main and composed of delegates commissioned by the sovereigns of the affiliated states and serving under their immediate and absolute direction.
The principal organs of government for which it made provision were three in number: (1) the _Præsidium_, or President, of the Confederation, the dignity being hereditary and vested in the king of Prussia; (2) the _Bundesrath_, or Federal Council, representing the various governments; and (3) the _Bundestag_, or Diet, composed of deputies elected directly by manhood suffrage.
The German Bundestag admitted a representative of the threatened Duchies, and intrusted Prussia with their defence.
These include four volumes entitled _Preussen im Bundestag, 1851-1859_ (4 vols., Leipzig, 1882-1885), which contain his despatches during the time he was at Frankfort.
