But, unfortunately, he failed to take the next step, which would have been to realize that the same phonetic values which were given to the alphabetic characters within the cartouches were often ascribed to them also when used in the general text of an inscription; in other words, that the use of an alphabet was not confined to proper names.
Instead of building with the arrow-head a multitude of syllabic characters, including many homophones, as had been and continued to be the custom with the Assyrians, the Persians selected a few of these characters and ascribed to them phonetic values that were almost purely alphabetic.

ISO 3166 includes two- and three-character alphabetic codes and three-digit numeric codes that may be needed for activities involving exchange of data with international organizations that have adopted that standard.
